<p>The House on Monday afternoon rejected, 228-205, a $700 billion financial rescue plan that was agreed upon over the weekend, with more than two-thirds of Republicans voting against it. The news swept across the financial markets sending the Dow Jones industrials down as much as 705 points and sending Capitol Hill into a tizzy. Even the House Clerk's Office <a href="http://clerk.house.gov/">Web site</a> felt the strain, presumably collapsing under a flood of Internet users looking for information on the vote. The Library of Congress <a href="http://thomas.loc.gov/">THOMAS</a> site, a clearinghouse for legislative information, was also buggy for much of the afternoon. Not a good day for Wall Street or the Web.</p>]]></description>
