For the tech user, that means the availability of more services through devices that can be universal without "making all things alike." For regulators, the change "is about removing technological barriers, opening up technological platforms, and creating a larger space for innovation." "Convergence is to ICT (information and communication technologies) what globalization is to trade," she said. Policymakers need to be open and flexible while continuing to ensure that laws impacting converging sectors "compliment each other worldwide and provide legal certainty," Reding said.
