            <description><![CDATA[<p>Finally, a technology-related question: Would you scrap or revise the 2002 education law?</p>

<p><strong>Bill Richardson:</strong> "I would scrap it. It doesn't work. ... It doesn't emphasize teacher training" and more. He advocated a minimum wage of $40,000 a year for teachers, as well as an emphasis on science and math.</p>

<p><strong>Joe Biden:</strong> "It was a mistake. ... I would scrap it" and start from the beginning. He said he only voted for it out of respect for Sen. <strong>Edward Kennedy</strong>, D-Mass., one of the key advocates of the law.</p>]]></description>
