            <title>&apos;To-Do List&apos; For The 110th Congress Grows</title>
            <description><![CDATA[<p>The <a href="http://www.epic.org">Electronic Privacy Information Center</a>'s <strong>Marc Rotenberg</strong> is keeping his eyes peeled during the lame duck session for the resurgence of bills aimed at codifying the National Security Agency's domestic surveillance program. He told me that his group and civil liberties watchdogs like the American Civil Liberties Union, will fight such a sneak-attack.</p>

<p>Wednesday's <em>Technology Daily </em>included a <a href="http://nationaljournal.com/pubs/techdaily/pmedition/tp061108.htm#6">story</a> on civil liberties advocates' hopes that Election Day's Democratic victory may have killed surveillance bills proposed in the 109th Congress. Lawmakers return to Capitol Hill on Monday.</p>

<p>Rotenberg said the new Democratic-led House and Senate will provide "several welcome changes" with respect to civil liberties and privacy issues. Topics he hopes will top next year's "to-do list" include:<br />
-- The need for more government accountability and transparency.<br />
-- Privacy protection legislation with strong breach notification language.<br />
-- More oversight of the Justice and Homeland Security departments.</p>]]></description>
